General Order 4.1.12 Pennsylvania Right to Know Act Terms For Compliance
I Purpose:
The purpose of this general order is to establish guidelines necessary to
comply with the Pennsylvania Right to Know Act.
II Policy:
It is the policy of the Northern York County Regional Police Department to
comply with the requirements of the Pennsylvania Right to Know Act (Act 100
of 2002). 65 P.S. Sections 66.1 66.9.
A. Public records are available in person from the Northern York County
Regional Police records department, Monday through Friday from 8am to
4:30pm, excluding holidays and/or extenuating circumstances. In cases for
written request a fulfillment of records requests all inquiries shall be
addressed to the following:

Records may be requested by mail with the appropriate fee and a
self-addressed stamped envelope enclosed. Address information and
appropriate telephone contact listings are posted on the organizational web
site at
www.nycrpd.org.
If a request for records is granted, the following fee schedule will apply:
Complaint reports - Via subpoena $ 15.00 first page and $1.00 for each
additional
Incident reports - Via subpoena $ 15 .00 first page and $1.00 for each
additional
Accident reports $15.00 plus $ 5.00 per additional page
Reconstruction Reports Individual Pricing Rates Apply
Photographs $ 5.00 per image (3X5)
Digital Images $ 2.00 per image
Video Tapes Individual Pricing Rates Apply
B. There shall be no limitation on the number of public records which may be
requested or made available for inspection or duplication. Fees will be
accessed per copy requested.
C. There shall be no requirement to disclose the purpose or motive in
requesting access to records which are considered public.
D. Under the Right to Know Law, investigative reports are exempted from the
definition of a Public record, therefore any such request will be denied.
E. Criminal History information is not accessible under the Right to Know
Law.
F. Unless a charge of juvenile delinquency is transferred for criminal
prosecution under section 6355 of the Juvenile Act, or the court otherwise
orders, the records and files of a juvenile shall not be open to public
inspection or their contents disclosed to the public.
G. This policy shall be posted in the NYCRPD public lobby for public view.
